GM Steel Pty Ltd engaged Precinct Urban Planning to provide town planning services for the development of a Low Emission Steel Mill with an associated Environmentally Relevant Activity (ERA). The development is Queensland’s first Electric Arc Furnace (EAF) technology plant and will be located west of Toowoomba, in the Wellcamp Business Park. The EAF steel mill will utilise sustainable manufacturing processes to recycle scrap steel, helping meet Queensland’s growing demand for steel products while significantly reducing emissions compared to traditional steel mills. By processing recycled steel locally, the project also avoids the environmental and financial costs associated with import/export of recycled steel products. The GM Steel facility is set to become a major employer for Toowoomba and will play a key role in driving industrial growth across the region.

Precinct Urban Planning is proud to have obtained Queensland's first State Facilitated Development approval on behalf of our client, BHC. Funded by the Department of Housing and Public Works through the Housing Investment Fund, BHC will now deliver 75 residential units for social, affordable and market-rent housing on a site at 9-17 Station Street, Toowoomba City. This project is the first to be issued development approval through the Department of State Development, Infrastructure and Planning’s State Facilitated Development pathway. The application was prepared and managed by Precinct Urban Planning with architectural design by Arkhefield. The project will include 25 social housing units, 25 affordable housing units and 25 market-rent housing units over seven (7) storeys. The development is appropriately located on a highly accessible site on the western periphery of the Toowoomba CBD.

St Vincent de Paul Society Queensland (SVDP), the infrastructure entity, proposed to designate land that it owns near the corner of Hill and Tor Streets, Newtown for Social and Affordable Housing.  Precinct was engaged to seek a Ministerial Infrastructure Designation (MID) under the Planning Act 2016 to facilitate the infrastructure. The development included 27 social housing units, 31 car parking spaces, 14 bicycle parking spaces, private open space areas for each unit, communal open spaces, refuse storage facilities and landscaping.  The unit mix consists of 15 one-bedroom units, 10 two-bedroom units and 2 four-bedroom townhouses. As part of this process, Precinct undertook community consultation and prepared and submitted an Environmental Assessment Report (EAR) to the Department of State Development, Infrastructure and Planning.

Precinct Urban Planning provided town planning services to Hallmark Property for the preparation and lodgement of a development application for a child care centre at 140 Kleinton Road, Kleinton. This development was approved by Toowoomba Regional Council and will cater for up to 140 child care places for children aged up to 5 years old. This centre is part of Hallmark’s 350 lot housing estate “Wirraglen” at Kleinton and Precinct Urban Planning has been pleased to also provide town planning services for this subdivision.

Bryda Holdings Pty Ltd engaged Precinct Urban Planning for town planning services to prepare and lodge a development application for a Material Change of Use for a Micro-brewery, Restaurant and Shop on the New England Highway, Cabarlah. This is an adaptive re-use of the former Black Forest Cuckoo Clock Centre designed to provide an integrated tourist and hospitality facility called the “Clock and Bull” – Brewhouse and Chowhouse. Approval from Toowoomba Regional Council was given in 2023, at which time Precinct was engaged again for a minor amendment. The project is a great initiative and will enhance the tourism and restaurant services in the region.

Precinct Urban Planning was engaged by the National Australia Bank (NAB) to provide town planning assistance with their development application to Toowoomba Regional Council for their project to build a new branch as part of a new retail and business banking centre in Ruthven, Little and Duggan Streets in the Toowoomba CBD. The new centre under construction in 2023 is a double storey building providing retail and business banking as well as a separate retail tenancy and car parking.

Precinct Urban Planning was engaged by LifeFlight Australia Limited to provide town planning assistance associated with the development of a new emergency response facility at Roma Airport to allow for a new facility based at Roma. The project included a new helicopter hangar, office, staff quarters and helicopter landing pad.The facility will accommodate 8 staff and will provide emergency response operations 24 hours a day, 7 days per week. The development enhances the emergency medical response services for a growing area of regional Queensland.

Precinct Urban Planning was engaged by Riverina (Australia) Pty Ltd to provide town planning assistance associated with the construction of a new warehouse building to augment the existing grain handling facility at their Cory and Queen Street site in Oakey. The project involved approval for a Material Change of Use to construct the warehouse in a Medium Impact Industry Zone. In addition to building a new warehouse, this development includes provision for external container storage and loading areas, signage, carparking and landscaping works. This project enables future production growth for the Riverina Stockfeeds business through the provision of an enhanced warehousing facility for packaging, storage and wholesale distribution of grain products processed on site.

Precinct Urban Planning was engaged by The Uniting Church in Australia Property Trust to provide town planning services associated with the development of two self-contained senior independent living facilities in Yamba, NSW. Our services involved undertaking changes to the Development Consent relating to each of the developments to facilitate their construction. Precinct successfully obtained amended Development Consents relating to a 50 unit multi-storey senior living facility and a 34 dwelling single storey senior living community. The changes involved an increase in the height and design of the multi-storey facility to assist with the feasibility of construction works. Additionally, the changes to the 34 dwelling community sought to enclose the open carports to increase security for residents together with changes to the unit typology which better addresses the needs of future residents.

Mort & Co Lot Feeders Pty Ltd engaged Precinct Urban Planning to provide town planning assistance to develop a Cottonseed Processing and Lysine Plant for feed manufacturing at Grassdale, Qld. The manufacturing facility will be developed in conjunction with the existing Grassdale Feedlot and associated feed mill on the site. Feed for the existing feedlot is grown on site and imported to the site for processing in the existing feed mill before being distributed across the feedlot. The feed manufacturing plant allows the cottonseed meats and hulls to be processed into value added products, in addition to the on-site production of lysine which was not previously produced on site, and otherwise, would need to be imported from overseas. The product derived from on-site processing will be used in the feedlot and will also be sold commercially. The project is a new use of premises and accordingly comprises a Material Change of Use. As part of the town planning assistance, Precinct coordinated specialist assessments including an Environmental Management Report and Plan plus a Traffic Impact Report. This development application was assessable development subject to impact assessment and consequently involved public notification.

Hallmark Property engaged Precinct Urban Planning to provide town planning assistance associated with Reconfiguring a Lot for a 2 into 154 lot subdivision which includes 147 vacant residential lots. This development is located to the north of the Highfields town centre at Wirraglen and Kleinton Roads. The subdivision will be developed over 8 stages and the residential allotments will range in size from 600m² to just under 1200m² . The Wirraglen development adds to the residential potential for the growing area of Highfields, north of Toowoomba, Queensland. The residential lots will be connected to Council’s reticulated water supply and sewerage networks as well as the electricity and telecommunication networks servicing the area. The appearance of the development will be enhanced through the planting of street trees at regular intervals throughout the estate. An embellished open space corridor, including bike paths and picnic areas, will be located centrally in the development. A pedestrian path will be provided along Kleinton Road, connecting to the open space corridor and new roads throughout the development.

Precinct Urban Planning was engaged by Aberfeldy Farm and Barn Pty Ltd to provide town planning assistance associated with a Development Permit for a Material Change of Use to utilise part of the site at 124 Macaulay Road, Westbrook for a Function Facility and Short-term Accommodation. Aberfeldy Farm and Barn plans to utilise the existing hay shed for a function and events venue, which can be hired for events such as weddings, birthdays, dances, fundraisers and conferences. The proposed Short-term Accommodation comprises three new farmstay cabins which can be hired in conjunction with or separately from the Function Facility.

Precinct Urban Planning provided Toowoomba Christian College town planning assistance associated with the establishment of a Music Facility. The new Music Facility was purpose designed to provide indoor/outdoor learning areas including a music room, choir practice area, band practice area, two recording areas, four practice rooms, music storeroom, instrument storeroom, office, covered learning area and covered lunch area.This project gave the students at Toowoomba Christian College the opportunity to engage with a variety of musical instruction and programs that would enhance their extra-curricular experiences.

Precinct Urban Planning was engaged by Russell Mineral Equipment (RME) to provide town planning assistance associated with expanding their medium impact industry operations for the manufacture and assembly of mining equipment. RME was required to apply for a Material Change of Use (MCU) to expand their operations and this also involved Precinct coordinating specialist assessments for noise and stormwater management. The project involved 2 stages: Stage 1 – Construction of a new Assembly Building for assembling pre-manufactured and pre- pained metal parts into mining equipment. Stage 2 – Construction of a new Fabrication Building for cutting and welding of raw metal products to be manufactured into metal parts.

The project involved an application for Preliminary Approval to Vary the Effect of the Toowoomba Regional Planning Scheme 2012 to facilitate the integrated and coordinated subdivision, use and development of the subject land for a mix of uses consistent with the Habitat – Mount Kynoch Illustrative Structure Plan. The project foreshadowed the emergence of a fully serviced and master planned urban community centred on primary and secondary Local Centres and an integrated and linked open space network. The Preliminary Approval will facilitate a mix of housing forms and densities to respond to the site attributes and the projected needs of persons in all stages of the lifecycle.

Precinct Urban Planning was engaged by the Darling Downs Hospital and Health Service (DDHHS) to undertake a Town Planning Constraints and Opportunities Assessment associated with the redevelopment of the Toowoomba Base Hospital. The assessment included a comparative strategic planning and land use constraints and opportunities analysis of competing options for the future redevelopment of the Toowoomba Base Hospital. The findings of this analysis were complemented by targeted stakeholder feedback from Toowoomba Regional Council and State Government Agencies having departmental responsibility or interest in matters of strategic land use planning, development assessment, infrastructure planning and facility provision.

The project involved establishing the Wellcamp Airport and Business Park Preliminary Approval Area, under which a land use planning and development assessment framework was developed. A Strategic Land Use Master Plan was also established to coordinate future development within nine (9) precincts. The Wellcamp Airport and Business Park is predicted to be at the forefront of state and regional economic growth and the Preliminary Approval Document and Strategic Land Use Master Plan have been produced to guide future development in an integrated and coordinated manner.
