Precinct Urban Planning was engaged by JRP Building Services to secure a Development Permit for a new Child Care Centre in the State Heritage-listed former residential premises “Millbrook” in Toowoomba City. The Child Care Centre, set to open in 2026, involved the refurbishment and extension of this historic dwelling, while ensuring the design remains sympathetic to the heritage values of the building.
This repurposing of the “Millbrook” building will provide childcare for up to 94 children. The ground floor includes a reception, meeting areas, children’s activity areas, kitchen, storerooms and various amenities for different age groups. The first floor includes an office within the existing roof attic cavity. A second single storey building in the rear south-western corner of the site will be located on the former stables site and will provide two pre-prep activity rooms and amenities.
A carpark will be provided on adjoining land at 3 Aubigny Street. Existing mature garden vegetation will be retained where practical with additional landscaping and playground equipment to be installed in the centre’s formal play areas.
