Precinct Urban Planning has specialist expertise and experience in the preparation, lodgement and project management of development applications through the development approval process on behalf of private sector clients, public entities, community groups and non-profit organisations.

This involves the conceptualisation and facilitation of development proposals through the statutory development assessment and approvals system. Core tasks typically include: 

  • The provision of strategic development advice  on development options and statutory and development compliance matters
     

  • The preparation of development applications under the Planning Act 2016 and related legislation including supporting town planning reports and assessments

Development
Assessment

Precinct Urban Planning is a preferred provider of development assessment services to Local Government and associated regulatory agencies. This includes in-house and remote assistance with regulatory assessment and reporting on development applications, and the management and administration of associated regulatory notices and compliance functions.

Precinct Urban Planning personnel are frequently engaged by Local Governments to provide targeted assistance and expertise in responding to development related regulatory obligations, in an ongoing or periodic capacity particularly to respond to resourcing and specialist staffing shortages.

Due Diligence and
Needs Assessment

Precinct Urban Planning provides strategic property and development advice including Planning Needs Assessments in support of development projects, Highest and Best Use Analysis and Due Diligence Investigations.

Strategic property and development advice assessments are typically critical in project conceptualisation and in the cost benefit evaluation of alternative development scenarios.

Residential Planning Needs Assessments provide a demographic analysis and an examination of residential demand, supply and allotment consumption. This provides a quantitative and qualitative framework to support proposals which are in conflict with the applicable planning scheme (or schemes). 

Due Diligence Investigations are typically pursued by potential purchasers and/or developers in the pre-acquisition and/or pre-developmental stages of a proposal.  Due Diligence Investigations can be used to identify and/or confirm applicable planning requirements, project infrastructure costs or site-based development limitations.  Due Diligence Investigations may also be scoped to provide an evaluation of development alternatives for a site providing a highest and best use analysis.

Urban Research
and Studies

Precinct Urban Planning undertakes a variety of urban research and investigatory tasks as part of project specific investigation and multi-disciplinary planning studies. Typically such studies inform and provide the basis of strategic land use studies, master planning projects and land use specific needs assessments (for residential, industrial and commercial activities).

Precinct Urban Planning have project managed, completed and/or contributed to studies and investigations for State Government Departments, Local Governments and private sector development interests. Infrastructure
Planning

Precinct Urban Planning has specific expertise in the preparation and review of infrastructure planning and charging mechanisms including priority infrastructure plans, infrastructure charging schedules, urban sequencing investigations and policies. Strategic infrastructure assessments undertaken for State and Local Government entities have provided the basis for evaluation of alternative urban growth scenarios. Infrastructure
Designations

Precinct Urban Planning has specialist expertise and project experience in the implementation and amendment of Ministerial Infrastructure Designations (MIDs) and Local Government Infrastructure Designations (LGIDs). This experience allows Precinct Urban Planning to provide succinct and accurate advice on the benefits and processes associated with the designation of community infrastructure.

Planning Appeals
and Evidence

Precinct Urban Planning personnel have expertise and an established track record of representing private and public sector clients engaged in the planning appeals in the Planning and Environment Court. This includes:

  • The preparation and lodgement of Notices of Appeals in the Court
     

  • Attendance and representation at “without prejudice” meetings, alternative dispute resolution and court order mediations;

 

  • The provision of expert evidence via the Joint Experts Reporting (JER) process and via written evidence statements
