Paul is a qualified town planner and valuer who has over twenty-five (25) years’ experience in strategic and statutory planning, and property valuation consulting in Local and State Government as well as the private sector.

During this time, Paul has been responsible for the preparation and project management of major forward planning projects including planning schemes and local area planning. These have included the IPA Planning Scheme for Sarina Shire and participation in the amendment and review of the IPA Planning Scheme for Toowoomba City. Other strategic planning projects Paul has undertaken include the Open Space Plan and Social Impact Assessment for Sarina Shire as well as working with the planning team to prepare the Whitsunday Hinterland and Mackay 2015 Regional Plan.

Paul’s experience has also encompassed seventeen (17) years undertaking the facilitation and assessment of major residential, commercial and industrial development projects in three Queensland local authorities including three (3) years as Principal Planner of Development Assessment at Toowoomba City Council and five (5) years as Manager of Planning and Development at Sarina Shire Council.

In conjunction with undertaking the management of local government planning services while working for Sarina Shire Council, Paul was also responsible for planning projects associated with natural resource management for the Mackay Whitsunday region including the preparation of a regional natural resource management plan and local catchment management plans to assist with forward planning and management of government funded projects, and development control in relation to natural resource management for the Mackay Region.

Prior to commencing a career in urban and regional planning, Paul provided property valuation advice to the State Government and private sector. Paul’s experience in this area encompasses the preparation of commercial, industrial, residential and rural property valuations and property market surveys. Paul also prepared court briefs and appeared in the Land Court on a number of occasions to provide expert witness evidence on property valuation matters.

For the past twelve years Paul has expanded his planning career and professional skills through his role as Senior Associate at Precinct Urban Planning, Toowoomba. There he has managed a wide range of development proposals including greenfield and medium density residential projects, integrated commercial developments, mining and industrial projects, intensive rural industries and community facilities including education, hospitals and aged care. Whilst at Precinct Urban Planning, Paul has provided assistance to local governments for the provision of statutory planning services on a consultancy basis and has undertaken due diligence town planning investigations and development potential research for complex sites on behalf of prospective purchasers.
