Fleur is a qualified Town Planner with over twenty (20) years experience in the public and private sectors. Originally with the Department of Local Government and Planning, Fleur developed specific expertise in development assessment and the identification and management of State agency interests in the preparation and review of statutory planning instruments.

Subsequent appointments within the Department of Public Works between 1997 and 2001 provided extensive experience in the planning feasibility analysis and residential design through Fleur’s roles as a senior departmental planner responsible for site acquisition, planning feasibility assessment and project design for a range of urban infill and greenfield public housing projects.

Since leaving the Department in 2001 to take up a senior position with planning and surveying consultancy T.J.Kelly Surveys Pty Ltd, Fleur has project managed the development assessment and approvals process for a range of complex commercial, residential, and rural development projects. This has included Fleur developing specific expertise in the development and statutory approval requirements relevant to complex rural enterprises including poultry farms, sand and rock quarries and niche rural uses (e.g. game bird abattoirs and pet crematorium). Fleur’s experience has also included facilitating the development assessment and approvals process for a range of tourist, commercial, retail and community uses (e.g Child Care Centres).
